Treat users with respect and don't treat them harshly
Keep staff matters inside the administration team unless it's been made clear that it's public knowledge
Don't abuse your power, whether it through be actions or your attitude.
Keep other admin members, whether it be your team, your head/other heads or everyone in general, aware of a situation. Don't act alone.
If a staff member does act alone, then the administration team should show solidarity and attempt to fix the issue instead of shaming that admin.
Show unity with the admin team and display a level of professionalism
Your job does come first and if an issue arises, you shouldn't show favouritism to a user simply because they're your friend . Furthermore, a user should not hold it against the admin if they are punished for whatever reason.
If any of the points above have been broken then HR will issue warnings. It will go in this progression:
Second official warning
Vote for demotion
If a user, whether it be another staff member or a user from the general community, believe a staff member has broken any of the above, then please contact HR and please provide evidence, not just hearsay. The situation of 'he said, she said' is very difficult to prove, thus we ask that you back your claim yourself.
For the fourth option (demotion), HR admin and all three bureaucrats will be involved in that scenario and the majority have to be in favour of the demotion for it to move forward.

Furthermore, these warnings are permanent to a degree. Regardless of the time between each warning, they will still be held against you. For example, if you receive a warning then a year later you receive another warning, that will be your second warning. Your record will only be wiped if you have left the team and have been voted back in.
