"The 'Decree for the Reasonable Restriction of Underage Sorcery' is probably the single most relevant such from our perspective, 'though only for a matter of months in most cases. It is the 1875 Ministry statute which basically says that only within the grounds of Hogwarts or under our parents' aegis may we, before the age of seventeen, consciously use magic, save in life-threatening circumstances."
