About Rhiannon...
Rhiannon was not born of Rosier blood, in fact no one knows where she was born. She was left on the Rosier's house door when she was but 7 months old. No reason was given why this was but many people think it's because she has down's syndrome. Yet, she was very loved by her family and friends and doesn't really matter who are her real parents.
Rhiannon was a well looked after baby and when the other pure-blooded family would talk about her down's syndrome her adoptive parents would simply say "She's just got a little more brain." Her parents could not in fact have children and they felt like Rhiannon was a blessing more than a burden, she was spoiled on account of her being an only child.
When Rhiannon was a bit older, her adoptive parents were so happy when she showed magical skills and would have been very disappointed if she hadn't as she would bring down their pure-blood name. When Rhiannon was much older, she received her letter from Hogwarts.
Her family and her reside on the island of Anglesey in Wales and live very close to Holyhead. Rhiannon and her father would usually go to watch the Holyhead Harpies play every game at home and they were Rhiannon's role models. Because of this she got very interested in Quidditch, though she's not very good, and her goal in life is to play for the Holyhead Harpies.
Personality...
Rhiannon is a gentle girl who wouldn't hurt a fly. Though on occasions she can be quite big headed thinking she's the best witch of her age. She's very sure of herself and believes she's very pretty though sometimes she doubts this. She tends to ignore people who make fun of her about how she looks and tends to just move on. This has happened on many an occasion but can sometimes effect her if it's a close friend or family member who does it, causing her to hide and cry. There is no doubt that Rhiannon is a bright white who is quite intelligent for her age, succeeding most people in her classes.
