Black Estate/Holding Cells

Holding Cells

The Holding Cells are at the lower level of the Black Estate. This is the place where enemies who have confronted with the WHPS or the home owners, they are sent here. They could then be interogated and possibly later killed. Sometimes they are sent here just to make sure no one else gets a hold of them but use the prisoner for WHPS insight.
